I have only ration card copy, this doent is enough for apply pan?

No Its not enough. If you have 10th certificate(P or fail). It will be treated as Proof of ID & Proof of Date of Birth. And for your address you can give voter id or other proof where your name & address is properly mention. Otherwise you can ask to a letter from a gazzetted officer to certify your address.
