Is anyone familiar with Sac SPCA?

I've been thinking of adopting a cat for a while. Does anyone know if Sac SPCA is a good place to start? I know I will have to fill out paperwork and stuff like that, but I heard some shelters or private rescues bombard you with questions about your home, lifestyle, family, etc. or even do home visits...and I am not comfortable with that. So I am just wondering if Sac SPCA is kinda Nazi-ish when it comes to giving away the animals...I also want to know if anyone also has experience with the Sac County Shelter or Happy Tails.
