Why won't my second dog let me pet my first?

Why don't you do things with your dog only. Take him for walks alone, play with him by the kiddie pool alone. Then when they are together, let them work things out (As long as there is no fighting)Dog B is just trying to prove that she is the top dog, and Dog B doesn't seem to mind.
