Is it weird that he apologized for this...?

We know each other like 1 1/2 month now. he said that he likes to start the relationship as friendship first.. so we are friends now. and today I went to this one place where he asked me before to come and i didnt. so today, i went there and he could not see me cuz he had to leave early. so when i called him, he said sorry that he must leave, said that maybe next time again when i come there and we didnt talk long cuz his phone battery died soon. so tonight, he called me to say sorry again that he didnt make it. so now i wonder, could he say sorry so much cuz he starts to like me more than a friend and doesnt want me to be mad at him or what? or are we still friends? P.S. we saw each other 3 times only... He gives me compliments and teases me... and we only handshake when we meet... but he uses open body language when talking to me...
